I think an hour to dry is not long enough for a water wash. I give it overnight minimum. Also no laquer thinner anywhere near one of my boats.
Laquer thinner, as Kurt said, can have other stuff in it - especially if it comes from recycled solvents.
No tack cloths either. Clean rags or even better old cotton diapers. No fabric softener in the wash or dryer to be sure. A shop vac with brush attached and then a clean rag wipe if I am dry sanding. If wet sanding then a good rinse and dry is all I need. I will wipe down with a clean rag or diaper right before coating.
My theory is that solvents cause finish problems. I won't even use alchohol any more.
