Charlie, when I hear fish-eyes, I think surface contamination. If I were in your shoes right now, I believe I'd sand the existing epoxy just enough to satisfy myself that I was working with a freshly sanded, virgin surface. If it's already pretty smooth, then use 100 to 150-grit, maybe even finer. Then after that I would apply a fresh, thin coat of epoxy without treating the surface in any other way except to blow the dust off with the ol' air hose, or simply hit it with a beavertail shop brush. I would not worry about a little dust remaining, since you'll be doing another sanding before varnish anyway.

I see it as entirely possible that fabric softener (silicone, I believe) from the towels is getting you down, or oil from the laquer thinner. Being no chemist, this may sound a bit uneducated, and so it is. But I would nevertheless be suspecting surface contamination; I have learned from handling optics that practically everything on Earth is unclean in some way or another.
