Arctic Hawk builders install the foredeck with the underside pre-glassed. I've installed a foredeck on 14" radius deck beam with the underdside pre-glassed and the aft deck pre-glassed with two layers of 4oz behind the cockpit,,it all goes on fine. If the wood has a hard time bending you can lay damp towels on the top. One might as well install the deck pieces when the sealing coats are able to make a chemical bond but i doubt it matters or needs to be wet.

The thing I'd be wary of is installing a deck wet then turning the kayak over as it'll allow anything that's loose in the compartments and cockpit to become glued to the underside of the deck. Now that's an embarassing discovery.
