Chris,

Try adding a piece of 2X4 on the deck above the bulkhead and strapping it down to see if you make contact. Yes, the overhang causes leverage beyond the sheer, and tends to lift the center of the deck. You can also hot glue little blocks that are the thickness of the overhang about 1" down the side panels from the sheer and strap over the blocks to overcome the leverage. The blocks will knock off later.

Think it through before you glue.
