amine blush

hello to all you builders out there!

curently i'm at the sanding stage before varnishing my ches' 16 and my question relates to the topic above. to be more specific is how do i know if the dull white sanded epoxy surface is amine blush or is it just supposed to be like that before the varnish. i've scrubed the deck down twice with warm water and dishwashing liquid but after rinsing, when it dries down, it's still that same dull white surface... in need of urgent advice!!!
