I'm in the building process of a Chesapeake 18 myself and the hull sides are scarfed twice already. I would use the plans as guide if you need to scarf. Personally, I would say that the scarf placement is not the issue, panel alignment is. You need to align carefully because the hull shape is determined by the panels aligning on target. If you deviate too much you will end up with more gap than wood to fill it. I have to admit here that I wimped out and bought a kit, but my experience has taught me that cutting panels out of raw plywood and then trying to align them is a task made harder when you are the sort of person who is "measuring challenged".
