My paddle park is similar to Kurt's. A length of shock cord 10" to 12" parallel to the shear, and a hook centered 3" above that.

The shock cord simply goes through the deck and is knoted underneath.

The paddle park should be located where it can easily be used with one hand, and and where it will not interfere with paddle strokes.
