Hi Mac:

There are two ways to accomplish secureing the paddle, one is to use a paddle leash in which case the paddle can be laid in the water without it's drifting away.

A cleat can be installed just forward of the deck rigging in such a way that the rigging can be pulled over the paddle shaft and hooked onto the cleat.

Although two cleats to make it symetrical would look better.
