Backup floatation. Hatches allow you to put in float bags as a backup in the event of a hull failure. If you are only in safe waters within swimming distance from shore, prob not a concern, however, to be safely prepared for, say a sea crossing, it is prudent to have secondary flotation in the event of something unpredictable causing a hull breakdown.
