Theory-the buckles are slipping rather than stretching. Possible solution- there is a little plastic thing that threads onto the strap behind the buckle itself. Looks like a square with a bar across the middle. It provides a "double purchace" gripping the loose end of the strap once at the buckle and once at the little plastic thing. These are available at Jo-Ann's Fabrics and also at skin diving shops.
