Does anyone have a clearer description of how much Cell-o-Fil to add to a batch of epoxy?

for cell-o-fil..where you are glueing a joint....i go for something between ketchup consistency to mayonaise.
you can paint the joint with a quick coat of unthickened epoxy prior to applying the 'ketchup' consistency mixture to ensure a strong/pentrating bond.

Your CLC builders manual gives some hints, but I'm afraid it's something you have to learn by trial and error. You're trying to thicken the resin enough to keep it from running out of joints, but not so thick that it's a paste and won't penetrate.
I know you are looking for a more precise definition. If there were one, CLC would have put it in the manual.
