You need to tune your transom wedge. Starting point is where your anti-ventilation plate (some call it the anti-cavitation plate) is parallel to the hull's bottom at the transom. I'm guessing you need to move your lower unit closer to the transom. Try putting wood spacers (tongue depressor or thicker) under your outboard's motor-mount bracket at the top of your wedge.
