I did it that way, and didn't have any problems later.  I'm sure it is much easier to do it before the frame panels are wired in.

I did it after the boat was put together and it was difficult to do!

I eventually worked with the boat upside down with a little keyhole saw and it fought me all the way.

CUT IT BEFORE ASSEMBLY!
