Sticky Varnish

I am revarnishing a boat, using Eipfanes high gloss over West System resin, I have used the CLC products in the past (Zspar and their resin) but this is what is available to me. I gave the entire hull a new coat of resin, let it sit a couple of days until it seemed hard, then varnished it. I work in my basement which is cool this time of year, maybe high 50s to mid 60s. I did run a little space heater to boost it a little. My problem is the varnish is still very sticky in spots, even after 3-4 days. I was hoping that it would set up but no luck. I am reluctant to proceed until I know what is going on.
