I built a NB back in 1999. After about a year, and two truly terrifying rides in big wind, I installed a skeg, and a large oval VCP rear hatch, so that I could epoxy the skeg box in. I've been paddling it that way ever since. The skeg is just enough to control the weathercocking when the boat's completely empty. When I'm camping in it, it's much better behaved.

If you don't want to go the skeg route, I'd suggest reworking the bottom two panels in the stern to give a bit more depth back there.
