Sheer clamps on hybrid

I'm a newbie to kayak building and wood-working in general. I've glued the sheer clamps to the side panels and stitched together the hull of a Shearwater 17 hybrid. I'm about to tack the hull, but should I be concerned about the fact that the sheer clamps are not flush with the forms or bulkheads? There's about a 1/4 to 3/8 inch gap between the notch in the bulkheads and the sheer clamps. Is this a problem and ,if so, how does it get fixed?
