Interlux Scooner Skin

I'm in the middle of finishing my first Ches. 17 and I have ventured into finishing. I'm using Interlux Scooner varnished purchased from CLC.

The can has been scumming/skinning over between coats, even though I have covered it quickly. Am I doing something wrong?

Temperature = 60 degrees F in my shop. Should I pick the skin layer off, or try to mix it in... Confused.
