If you wait till the fillet has cured you'll still get a bond but it won't be as strong as an uncured fillet. Sounds like you're not waiting long enough for the fillet to set up a bit before the tape. It's gonna take them a few hours to cure so you have a bit of time you can wait before taping. And you don't have to press the unthickened epoxy into the cloth, just wet it out and gently brush out the excess.
