Like Robert, I use a 3"X4" piece of scrap minicell foam as my sanding block. I cut the sheets of Norton sandpaper to fit the block then spritz with 3M Super 77 spray adhesive (just a bit). This is enough to hold the paper on the block but just enough so that it peels off easily for changing.
