I'm guessing that the sheer clamp split in part because of the orientation of it in the assembly process. Unless specified differently for the Peace Canoe, I believe the sheer clamp scarf should be running vertically as opposed to horizontally as you have it. Thus when bending it along the curve, the scarf is bending with the grain instead of against it. I would maybe guess that your joint may also have been a bit "glue-starved". I would think a healthy dose of thickened epoxy worked into the cracked joint and properly clamped will repair the damage enough that with careful pre-drilling of holes near the joint and some judicious planing down of the repair, you'll be good to go.
