Shearwater builders

I recently purchased a shearwater 17 wood parts kit. I am in the process of assembling the other parts and tools that I need. I intend to attach deck lines using the method in the manual: nylon web and machine screws. I think I will substitute silicone bronze for stainless screws.
The shearwater materials list calls for 18 #8-32 finish washer (my count is that 16 are necessary) but there are no flat washers mentioned in the list. I would think they are necessary inside the hull, between the hull and the stop nuts. What am I missing here?
