I would varnish first and wrap around the sheer a little. When finished varnishing (and fully cured) tape to mask for painting, scuff the varnish that is showing and paint to the masked edge.
This way, you only have to mask when painting, and you won't have to worry about the edge at all when varnishing. If you accidentally (or on purpose) get some varnish on the part of the hull you intend to paint, it's not a big deal because the paint will cover it easily. Not so easy to get varnish to cover paint - you have to remove all trace of paint first.
