You may be right about it being cheaper to buy a plastic kayak, but I'm sure that if you do build a wooden one for her that it will mean a lot more to her (especially if she can help you build it).
I know you said kayak, but I would give serious consideration to the Sassafras 12 canoe. It is small, very light (26#), and the plans are only $20. The paddle used is a double-ended paddle, and you sit down low in the hull.
If you are looking to save money, the Sassafras will require less material than most kayaks.
