drill-fill-drill on deck?

Hi All,
I'm on my last coat of varnish (woo hoo) and am planning the rigging stage of a Chesapeake 17. My question is whether or not to use the drill-fill-drill (drill wide hole, fill with epoxy, drill smaller hole through epoxy) technique on the deck for the bungee fasteners and hatch webbing. I did that for any hole that could spend a decent amount of time below water (holes for foot braces and bow and stern lines), but I'm not sure if its necessary on the deck. Right now I'm leaning towards just drilling a normal size hole, coating the screw with silicon, and driving it home. Let me know what you think! Thanks!
