Adam,

You can always take paint off the hull and see what you've got under it. If the builder was careful you should be able to varnish the hull for a bright finish. If the builder wasn't going for a bright finish, he had the intention of paint all along, there might be some areas that wouldn't look so good with a bright finish. Then you get to chose the color you'd like it to be! Either way you'll have a great boat when you're done with it.
