install rudder but use fixed footbraces, not push/pull ones. The Chesapeakes lean-to-turn characteristics become less effective as the wind gets up to 15mph. In other words leaning and good paddling technique become less effective above 15mph and skeg/rudder will save you energy for a forward effort. The 18 is a BIG kayak that should start with 250lbs in it.
