Larry,
I think that this is a little different than Les' situation. Les had extra hardener, so there was enough for all the resin to cross link with. You only have 1/2 the hardener you need, so half of you resin will never cross link.
Brushing more hardener on top may let some of the resin cross link, enough so that with a heat lamp it may form a hard surface crust, but the inside where the extra hardener never reached will still stay flexible. If it was my boat I'd scrape it all off and try again.
