Chesapeake 16 Rudder

Can anyone comment about the length of rudder necessary to be effective. There is a commercial ruddder system that looks good the blade extends 330mm (13 and a bit inches)from the level of the deck. As the stern of the Chesapeake 16 is fairly deep, estimate it would only protrude 130mm (5")below the keel level. Is this enough to be effective?
