Raised glass fiber

I am cleaning up an 7 year old ches. 17 which has not been used much over the last 4 yrs. (Built a West River 18}. I originally varnished the deck & thought I had plenty of coats. Now the fiber glass material that was epoxied in is showing through & flaking off in a few places. Do I sand the deck down to the wood and re-fibre glass or sand and add coats of epoxy? Then varnish or paint. Should all the glass on the deck be replased? Thanks, Jim
