it's probably sealed with one coat of epoxy on unsanded wood as there would be no reason to build it with epoxy then use something else to seal it.

I'm assuming the grain is evident, not smooth, a few dark streaking stains looking different than the deck. Storing the kayak with hatches off will make more of a difference than trying to seal the insides further although putting another coat of epoxy on the cockpit bottom woudn't be a bad idea. Attaching a new deck makes no sense, it would end up feeling like building half a new kayak.
