Paint, Sand, Varnish

I have concerns about sanding my white primer/painted hull before I varnish the top deck.. will the white dust embed itself into the epoxy and ruin my deck??? And I assume I am suppose to remove the tape before sanding?? I read somewhere here that they want me to re-tape every coat.. I'm *never* going to mask the same line twice!
Thanks for any advice here.. oh, and its suppose to rain here in Maine for 3 days.. that means I shouldn't paint/varnish at all huh?? And I thought i'd be paddling this coming wkend.. ugh.
