contact cement works great, you gotta let both sides dry before joining.
With regards to lacing bungies you can use a 4 1/2" length of 1" webbing doubled over and glued down. Make sure to sand the area under the deck where it's glued down. With the kayak suspended upside down, use a couple tape covered red bricks to provide spacing and weight on the webbing. Just dab cabosil thickened epoxy inbetween the ends and under one side then weight down. The bricks providing spacing hold the loop up a bit. You only need about 1 1/4" to glue down.
