I live down the street from a rowing club, and see single shells being cartopped using a factory-made version of your extended rack. Theirs are made of aluminum, and have a single square longitudinal tube, held to the regular rack with 'U' bolts. There's a raised padded crosspiece at each end, about 8 feet apart. They don't seem to use bow and stern lines (no place to attach them), but those hulls are really slender, so they seem to get away with it.
