drill hole in deck, seal with epoxy.

Fold webbing and poke hole in it, put ss. machine screw through finish washer and through hole in folded webbing, dab with silicon sealer and put screw through deck, attach 1/2" fender washer and nylock nut on the inside.

repeat.

instead of wood screw going into sheer clamps use machine screw.
