Both! Keep your odds good for rescue. I carry a pfd, throw rope and tow rope (which has a biner tied to each end). I have used the tow rope to rescue a family on a flooding river before, lucky for them I had it. So far I haven't needed to be rescued (I do that to myself <--loaded statement ;) )
