epoxy bond problem?

I think I have a bond problem between two layers of epoxy on one side of the kayak. I get this flaky edging when sanding/scraping. I've attached a close-up photo showing the problem. Should I just scuff the surface enough and add another layer or do I have to completely remove the offending layer? thanks
