Lee's right - shinto rasp is the best. However, a sharp block plane works fine, too (especially if the epoxy is relatively new). I just ignored the bumps and planed as if they weren't there. You'll get a little more wrist work when the bumps try to throw your plane off, but as long as you're making thin cuts it's no big deal.
