Jon,

Varnish may not hide the cloth if you have sanded into the fibers, and if you have you definitely need to roll/squeegee a thin coat of epoxy in those areas, but it will cover all the sanding and make it go transparent. In the right light you will always be able to see the cloth, even on the best of glassing/varnishing jobs.
