I forgot to mention I do what Ingrid says. Tape off the deck, draw the hatch outline on the tape so it's more visible. I use 1/16" holes to get the saber saw blade started and set the variable speed on low. If the deck has been glassed a fine toothed blade works well with no wood tear-out. On the Sea Island, where you cut the hatches before glassing, I would use the blade Ingrid mentioned or a metal cutting blade (teeth like a hack saw).
