I used 1 layer of glass, oriented so that the threads ran diagonally relative to the boat's fore-aft axis. Before I bedded the bolts, I roughed them up with #60 sandpaper to give the epoxy more bonding area. The putty was epoxy/woodflour, no cabosil. The picture shows how I clamped them. After 24 hours I applied the top layer of putty and the glass.
It's been 2 years and they're still tight.
