loose fitting bulkhead

I am at the stage where I am fitting my bulkheads in a plans built 17LT. The spreader stick is holding the hull apart at the proper beam and at the correct distance from the bow. My front bulkhead fits well, at the dimention given in the plans, but the rear bulkhead doesnt fit until it is pushe aft about 5 inches. My shears are very fair. Is placing the bulkhead this far aft a problem? I see that the plans place this bulkhead at the rear of the cockpit. All dimentions of the bulkhead have been checked and rechecked.
