you'll have to sand into the weave of the overlapped glass in order fair it in. It'll be obvious.

A shop vac with long hose so the vac can be placed outside will extend the life of the sanding discs and remove dust from the surface to make it easier to see how the sanding is going.

I haven't used scrapers but I'd go with the other folks experience here, fairing down bumps with a scraper makes sense like using a plane makes sense. If you used a sander to round over everything you'd have clouds of dust everywhere.
