George,

Put the sandpaper down for now and go buy a carbide scraper. They can be found in the Paint Dept. of the Big-Box building supply stores. Lots of good information on this forum re: scrapers vs sandpaper. Every builder owes it to himself (or herself) to buy one of those wonderful tools.

Sanding will almost never take the bumps down to flush without also getting into the surrounding wood. I suppose it can be done, but not by me.
