Hmmm, it soundss like surface contamination to me. Is there any chance there might be some silicone in the area? Furniture polish, lemon pledge or anything like that? I would guess the best suggestion would be to sand down to the base coat, wipe down with denatured alcohol and try again. Stay away from tack rags. I realize that they shouldn't affect the varnish as much as the epoxy, but... why take the chance.
