Hard to explain this without a drawing, but here goes:

The flush hatches are supported by a sill. The sill is fairly wide, for essential strength and watertightness. Wide enough that the traditional CLC hatch frames would need to be shorter than usual to accommodate the sill. So short, in fact, that the frames would fail to do their job of strengthening the hatch and inducing the right amount of camber to match the deck.

That is why our flush hatches are laminated instead of supported by frames. Flush hatches do take more work; I don't see any way around that.
