installing flush hatches

I am wondering why the clc websites flush hatch tip recomends glueing another piece of ply under the hatch. It seems to me that all one would need is hatch frames cut to the correct deck radius just as in the normal kit and you could eliminate unessesary waste of plywood, and then only one hatch spacer would be needed. Am I right here or am I missing something obvious. You see I want large hatches to accomidate large bags. Please be kind, I am a newbie that wants all of the stuff nailed down before I start. That was an unintentional pun.
