I've always thought of "Hull Speed" as the most misquoted idea in canoeing and kayaking. It really is the theoretical point of speed that begins an exponential output of energy to create any increase of speed. The actual problem is proably technique. When I changed my technique, I was able to increse my mean speed (in a Pax 20) by 0.41 mph over a 10 mile course. In power boating, if you put a 3 hp motor on three different boats they will all go approximately the same speed.
