I do option 3

I cleaup and the outside of the shim stack before installing the overhang. I glass the outside of the stack and the overhang before attaching the assembly to the deck. I cut the inside of the whole mess after attaching the assembly to the deck and then glass the top in inside face. Doing it in steps makes the best looking installation.
