Matt,

If the screw rotates freely, it has stripped the thread in the epoxy (easy to do if the epoxy is only a day or two old, be gentle with it). Maybe it's still has some grip though. Try pulling it out by pulling upwards on the strap reasonably hard. If this test fails, you may have to re-do the fill-drill part. If it's for a perimiter line, pull really hard!
