Short answer: Yes.
Longer answer: Shiny varnish looks nicer than bare epoxy, and very much nicer than bare epoxy that's been out in the sun for a while.
Why doesn't the goo come with it's own UV protection ? Dunno, but I suspect that any additives of that kind would weaken it or something.
